This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).

The NCI Agency is currently seeking a Principal Contracting Assistant to work within the Directorate of Acquisition in Brussels, Belgium. In this role you will be responsible for addressing all contractual matters relating to the competitive and sole source procurement process in accordance with the Agency's procurement procedures.
Role Responsibilities
This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).
Acquisition provides the full range of acquisition expertise and activities which support the planning, implementation and maintenance of the required capability to support the Agency's strategic goals and missions. These functions include Contracting, Logistics, and Cost Estimating and Analysis, among others.
The Contracting Branch function provides direct acquisition services to Service Lines and Programme Offices. It manages the resources of the functional elements to ensure that the Service Lines have adequate support, and has signatory authority for contractual instruments delegated from the General Manager through the Director of Acquisition.
Under the direction of the Principal Contracting Officer, the successful candidate will perform duties such as the following:

Perform all contractual matters relating to the competitive and sole source procurement process including drafting, coordination and release of solicitations, evaluation and analysis of bids, discussions with bidders and award of contracts in accordance with NCI Agency procurement procedures;
* Performs contract administration tasks including processing changes and amendments, assisting with the settlement of claims and termination actions;
* Performs all contractual matters as stipulated above for framework contracts;
* Coordinates and liaises with contractors to ensure compliance and timely performance of contract tasks;
* Identify and implement opportunities for process improvement;
* Acts as a contract signatory agent for the General Manager on procurements up to Level C;
* Deputize for higher grade staff, if required;
* Performs other duties as may be required.

Person Specification
Qualifications Required
You will have vocational training at a higher administrative level, or equivalent combination of appropriate national qualifications and experience, supplemented by basic level contracting training course.
Experience Required
In addition to at least 8 years' experience at a responsible level in performing contracting functions including negotiating, evaluating and awarding contracts, you will have:

* Knowledge of competitive and sole source procurement procedures, price analysis techniques, contract law, contract administration and industrial practices.
* Current experience and demonstrable skills in analysis, design, testing, implementation and support of ERP systems preferably based on Oracle E-Business Suite (EBS) version R12 or later;
* Excellent functional knowledge of Acquisition related modules of Oracle E-Business Suite (iProcurement Purchasing, Advanced Procurement Suite);
* Good knowledge of Oracle E-Business Suite related modules: Finance, Human Resources, Logistics (Inventory, Order Management) and their integration with each other;
* Knowledge of incident management processes and experience in this area;

Understanding of Acquisition business structures, data and reporting;

Ability to work responsibly and independently, and in cross functional teams.
It is considered highly desirable if you can demonstrate:
* A University Degree (Bachelor level) in a relevant discipline;
* Working experience in the public sector.
* Prior experience of working in an international environment comprising both military and civilian elements.

Language Skills
Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
Travel
Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices.
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
