Responsibilities will include, but are not limited to, the following:
Design and lead implementation of highly effective government affairs / lobbying strategies for BMS at EU level in all key policy domains: healthcare, innovation, trade, single market, digital, and more.
Lead corporate engagement on all priority BMS policy issues at EU/Brussels level with a wide range of senior external stakeholders, including leading MEPs, top EU Officials, EU MS Permanent Representatives and US Mission / Commercial Service.
Drive cross-functional teams and collaborate with internal customers at all levels to meet corporate objectives and commercial priorities across all Franchises.
Influence EU legislation & policy by applying expert knowledge of EU decision making process to support new legislative proposals, introduce legislative amendments and provide expert input to the European Commission, Parliament and Council, leveraging the expertise of BMS teams/functions
Develop and implement lobby campaigns, through definition and delivery of amendments to EU legislation, steering trade association advocacy in support of BMS’ positions, and building cross-political party support for complex issues.
Represent BMS in working groups of key European trade associations and third parties (e.g. think tanks) in alignment with internally agreed BMS policy positions.
Develop, lead and implement regular contact programs with EU-level policy stakeholders for BMS executive management, following guidance from the ED, Head of Policy & Government Affairs Europe.
Network with, and brief high-profile external customers (e.g. politicians, government staff, industry leaders, healthcare professionals, patient associations, journalists) that influence EU decision making
Develop and maintain own network of trusted contacts in the European Parliament, European Commission, EU permanent representations, US Commercial Service and leading EU think-tanks.
Develop and manage relationships with relevant public affairs agencies and senior political advisers to enhance the work and effectiveness of the European government affairs function, with support from other members of the team.
Design, develop and lead lobbying masterclass training programs for in-market teams to drive government affairs excellence across BMS markets and increase political outreach & policy advocacy in EU Member States capitals.
Engage internally across functions and externally with key stakeholders on above-market policy issues, in support of environment shaping for BMS franchises, brands and pipeline innovation in Europe
Collaborate with other members of the Global Policy & Government Affairs team and in-market teams
Lead cross-functional collaboration with senior members of BMS matrix to drive key topics forward
~ 12-15 years of European public policy & government affairs experience.
Significant previous hands-on experience in a governmental organization, e.g. MEP staffer, ministerial Cabinet member or political think-tank leader. Experienced senior EU lobbyist for a multinational company.
Deep knowledge of EU policies in healthcare, innovation, single market, trade, economic policy and digital policy.
Good knowledge of biopharmaceutical industry issues preferred.
Advanced degree in law, business, economics or political sciences.
Demonstrated leadership experience working with cross-functional and cross-market teams.
Skills/Knowledge Required :
12 - 15 years of European public policy and government affairs experience
Minimum 5 years hands-on policy-making experience in a political or governmental organization, e.g. MEP staffer, ministerial Cabinet member, EU civil servant or political think-tank leader
Best-in class track record as senior EU lobbyist for a multinational company, with excellent reputation and broad recognition by industry peers, policy-makers and other policy influencers
Has played active/leadership roles in several EU trade associations, ideally as committee chair
Extremely strong and active network of personal contacts in the EU government institutions
Significant experience of also frequently engaging with senior public policy stakeholders at country level around European markets on a broad range of policy topics.
Expert understanding of European political institutions and the EU policy-making processes
Deep knowledge of EU policies in health, innovation, single market, trade, economic & digital policy
Good knowledge of biopharmaceutical industry issues preferred
Fluent in English. Proficiency in other languages, e.g. German, French, Spanish, Italian, Polish, Dutch
Advanced degree in law, business, economics or political sciences
Demonstrated leadership experience working with cross-functional and cross-market teams
Very strong internal and external communicator, who enjoys public presentations to senior audiences
Has the ability to influence and persuade external parties at the political level
Can easily influence, inspire & align within the global corporate matrix
