Coordinator (m/f/x) – Africa-Europe Digital 4 Development Hub – Brussels (BE)
Enabel is the Belgian development agency. It implements and coordinates Belgium’s international development policy and primarily works for the Belgian State. The agency also implements actions for other national and international donors. Enabel has 1400 staff, of which more than 70% is local personnel. Enabel manages about 150 projects, mostly in Africa.
The Africa-Europe D4D Hub is a project implemented by a consortium of five European development agencies and partners. The project, funded by the European Commission with 8 Mio. EUR, will mobilise digitalisation expertise and bring about structured dialogues and closer collaboration between African and European governments and administrations, private sector, civil society organisations and academia to support and accelerate the implementation of digitalisation priority actions of partner countries.
The D4D Hub aims to contribute to a European coherent approach for digital cooperation with the following objectives:
Provide demand-driven technical support and capacity building for digitalisation priorities ;
Support and strengthen knowledge sharing to build on best practices ;
Facilitate inter-African and African-EU collaboration for increased partnerships, investment and policy dialogue (collaborating with key stakeholder groups: private sector, civil society and governments).
The Africa-Europe D4D Hub project is supported by a D4D Hub secretariat located in Brussels and hosted by Enabel. This secretariat ensures communication and coordination with the bilateral agencies who jointly implement the activities.
Main duties of the coordinator of the D4D Hub secretariat:
You coordinate and facilitate the partnership between the implementing agencies, the EU, the partner countries where the project activities are implemented together with key stakeholder groups (private sector, civil society and governments) ;
You manage the operational and financial planning, monitoring of the achievement of the results, and collecting and providing timely M&E reporting ;
You coordinate the activities executed by the agencies and ensure optimal implementation in line with the decisions made by the project management unit and the suggestions for strategic orientations and synergies made by the steering committee and ensure the envisioned impact of the project is achieved ;
You ensure the quality of the technical outputs and permanent quality improvement ;
You lead the team to leverage the talents and motivation of each staff and ensure result-oriented project management ;
You coordinate the development of a knowledge-based and evidence-driven approach in order to make the D4D Hub a centre of knowledge and expertise ;
You ensure timely and appropriate communication and representation of the Africa-EU D4D Hub project to the European Commission on project implementation and ensure appropriate communication with and between all partners.
Master’s degree ;
Specialisation in the area of digital transformation, ICT, telecommunications, e-government, information engineering, computer science, etc. is a key asset.
Experience in the specific domain of digital for development (leveraging digital technologies and digitalisation for sustainable development, applying digital technologies in a development context, e-governance, digital entrepreneurship and private sector support, digital project management, etc.) with a preference of minimum 10 years ;
Minimum 3 to 5 years of experience in project management and team coordination including the coordination of multi-actor partnerships ;
Experience in European funded projects or programmes is an asset ;
An international experience outside your country of origin is an asset.
Required skills and knowledge
Good knowledge of digital for development, as well as in preparing technical or strategy documents in this area of expertise ;
Pro-active results-oriented project management ;
Broad and in-depth understanding of the diverse aspects of development cooperation and sustainable development ;
Good knowledge of pro-active multi-actor partnership building and knowledge management ;
Excellent knowledge of project management, of European funding rules and experience in European funded projects or programmes ;
Excellent management and organisational skills ;
You are fluent in spoken and written French. Considering the international environment in which you work, excellent knowledge of English is required. Knowledge of Dutch is an asset.
